Ms. Feng has had a distinguished career, including serving as the City Manager of Cupertino during the pandemic and civil unrest from 2019 to 2021. With a strong background in business operations, Ms. Feng was also the Managing Director of 3Below Theaters and Cafe in Downtown San Jose. Her connection to Cupertino runs deep, as she grew up here and attended local schools such as Lincoln Elementary, Kennedy Middle School, and Monta Vista High School. In addition to graduating from De Anza Community College and the University of California, Berkeley, Ms. Feng holds an MBA from San Jose State University, where she was recognized with the GOLD award for her leadership in the graduate program. As an Advisory Council Member of the prestigious Davenport Institute at Pepperdine University, Ms. Feng leads Public Engagement and Civic Leadership classes, leveraging her diverse experience in executive leadership in the public sector at NASA Ames Research Center and the City of Cupertino.

Virginia Zapata is Operations Director of the Cupertino Chamber of Commerce, where she leads planning, organization and outreach for signature festivals such as Bay Area Diwali and the Cupertino Night Market. She excels at collaborating as part of a multi-functional team while executing complex events from start to finish. Virginia has extensive experience in organizing pop-ups for business development as a former financial services representative for Meriwest Credit Union, where she coordinated logistics, outreach and legal compliance. Over twenty years of experience in the finance industry has given her a thorough understanding of the South Bay business community. Virginia excels in the logistical sphere, ensuring that events hosting dozens of vendors and attended by thousands of people function smoothly and safely. She emphasizes community engagement, relationship-building and business development to promote and support the diversity of Cupertino’s businesses.
